Official Launch of the Skills Plang Program to Support Corporate Skills Development


The law introducing a programme for forward-looking employment and skills management came into force in June 2025. This scheme aims to encourage companies to invest more heavily in structured and targeted training, with a view to job retention and skills adaptation.

A programme designed to strengthen skills

The objective of the programme is to support organisations in identifying and developing the skills required for their future development. Companies that meet the conditions set out in the law may benefit from partial reimbursement of training costs, making it easier to implement more ambitious training initiatives.

Official launch by ADEM

In a press release published on 12 November 2025, ADEM announced the official launch of the programme, now named Skills Plang. Eligible companies are invited to submit an application to receive personalised support, which includes in particular:

  • a rapid assessment of the company’s human resources and training situation;
  • the identification of positions and employees with upskilling or reskilling needs;
  • the development of individual skills development plans;
  • support in the implementation of training actions, especially for SMEs.

Financial support arrangements

The level of financial support granted under Skills Plang depends on the number of employees and the company’s turnover. The specific calculation methods are designed to tailor the support to the size and capacity of each organisation.

How to participate

Interested companies can submit their application directly online via the ADEM portal at adem.lu/skillsplang.

Once the application has been approved, companies will benefit from structured support to anticipate changes in their professions and strengthen the key skills of their workforce.
